摘　　要：农村土地经营制度作为整个农村社会经济制度的基础和核心,其变革、发展与创新在很大程度上都会影响整个社会的发展。促进农村经济发展、维护农村社会稳定的一个重要而现实的问题就是解决好农村的土地问题。因而,农村土地承包经营权流转成为农村土地乃至农村经济发展的一个新的突破点。The rural land management system,known as the basis of core of the whole system of rural social economy,its transformation,development as well as innovation will have an impact on the development of the whole society.An important and practical issue of promoting the development of rural economy and maintaining the social stability of rural areas is to solve the issue of rural land.Thus,the circulation of the right of contraction and management of rural land has become an new point of breakthrough of rural land even the economic development of rural areas.
