摘　　要：针对学界对网络舆情危机概念研究模糊不清的现状,本文在总结与探讨舆情、网络舆情的概念的基础上,从公共危机管理的角度,提炼出网络舆情危机的概念,并指出网络舆情危机具有不确定性、破坏性、紧迫性、连带性、相对性和波及面广等特点,初步建立了网络舆情危机预警的指标体系,为网络舆情危机的研究提供理论支持。Against the status quo of academic research on network public opinion crisis concept fuzzy. This paper,on the basis of summarizing and discussing the concept of public opinion network public opinion,from the perspective of public crisis management,refined the concept of network public opinion crisis,and pointed out that the network public opinion crisis is uncertain,destructive,urgency,collateral,relativity and characteristics such as wide spread. Network public opinion crisis early warning index system has been gradually established,to provide theoretical support for the research of network public opinion crisis.
