摘　　要：基于产业链与创新链融合发展的视角构建新兴产业创新基地的发展框架,并提出新兴产业创新基地的构建策略。指出依托政府来提供产业发展平台等公共服务、利用市场来引导创新资源高效流动能够有效划分政府与市场的界限,营造产业链和创新链互相匹配的创新生态系统,实现新兴产业的培育与发展。Based on the perspective of the integration of industry chain and the innovation chain, this paper built a framework for innovation base of emerging industry, and proposed the construction of innovation base of emerging industry. We pointed out that relying on the government to provide public services, such as industrial development platform, and using the market to guide the efficient flow of innovation resources can divide the line between government and market, create the innovation eeo - system which can make industry chain and innovation chain match each other, and realize the development of emerging industries.
