摘  要:结构性缺员是由于企业内部人员供求关系不平衡造成的,企业需要的人员少,不需要的人员又多,造成人员结构性问题既有电力企业承担社会责任的客观原因,也有企业发展自身的原因,人员结构性问题是企业在发展过程中积累的矛盾,必须坚持科学发展观,用发展的眼光看问题,采取综合措施,有计划、有阶段目标地逐步加以解决。Structural vacancies is caused by internal personnel supply and demand imbalance, enterprises need fewer workers, the personnel that do not need much, caused by structural problems in both the objective reasons of power supply enterprise bear the social responsibility, also for enterprises to develop their own reasons, and personnel structural problem is the contradiction between enterprises in the development process of accumulation, must adhere to the scientific outlook on development, see a problem from the view of development, take comprehensive measures, plans and goals to be solved step by step.
