承接产业转移园区产业链培育——基于安徽贵池工业园区的调查

摘　　要：中西部地区多数承接产业转移园区的产业价值链处于低端,供需关系以市场契约为主,产品链条短,技术链断裂,劳动、资本等要素十分紧缺。当前,园区需要培育和完善产业链。园区若承接产业"七寸"企业,需要解决产业链的长度和宽度问题,园区重点工作是延伸产业链和拓宽产品规模。园区若承接大型"龙头"企业,为解决产业链技术的深度问题,需要选择性进入部分产业链核心价值环节。由于产业"七寸"和大型"龙头"企业数量很少,各园区若主要承接中小型企业,此时园区需兼顾解决产业链的深度、长度和宽度问题,园区工作重点首先是引进相同与相关产业的中小"龙头"企业,拓宽产业链,产生配套利益,有利于延长产业链;其次是引进产业内重要环节的配套企业等。In the Midwest undertaking industrial transfer park, industry supply chain is given priority to with market contractual relationship, value chain in low-end, products chain short, technique to fracture, factors of labor and capital shortage. At present, industry chain needs to be cultivated and perfected. If the seven inch enterprises will be undertaken in the park, it is necessary to solve the problem of length and width of industrial chain, to extend the industrial chain and broaden the industrial scales as the important work in the park. If the dragon-head enterprises will be undertaken in the park, it is necessary to selectively enter links of core value of the industry chain to solve the depth problem of industrial chain technology. Because there are less seven inch enterprises and dragon-head enterprises in number, small and medium-sized enterprises in the park are undertaken. The industrial chain is short, technology lacks depth, and product market has small influence. In order to solve the problem of the depth, length and width of the industrial chain, the key emphasis of work in the park is to introduce the same and similar dragon-head enterprises of mall and medium-size firstly, followed by the introduction of the important supporting enterprise, etc.
