摘　　要：医疗保险基金需要坚持"收支平衡、略有结余"的管理原则,但是对其结余额需要理性对待,既不能为了单纯追求安全运行而保持大量结余,也不能作赤字预算。在最大化保障参保人权益的前提下,通过精细化预算管理、提升医疗保险基金的使用效益和建立科学的预警机制并制定相应的应急方案,最终实现医疗保险基金的合理结余。We should adhere to the management principle of ＂balance of payments＂ in running medical insurance fund , and run the balance rationally, it is improper to maintain a large number of balance simply for safe operation, or make a budget deficit. On the premise of protecting the rights and interests of the insured to maxi- mum, we will finally realize the reasonable balance of medical insurance fund through elaborating the budget management, improving the efficiency of medical insurance fund, establishing scientific early-warning mechanism and formulating the corresponding contingency plans.
