摘  要:本文选取了具有代表性的1个省级贫困县的农村中小学教师作为研究对象,从教育外部性理论和教育成本分担理论出发,通过采取适当调查和深入访谈等手段,认为教育投入偏低、生源综合素质不高、校点设置不合理等因素是影响农村边远地区农村义务教育师资队伍合理配置的主要因素,并提出因地制宜,实施偏远地区教师招聘、培养本土化策略。教育资源投入的适当倾斜,打通人才选拔的外部聘用和内部提升的通道,使外部问题内在化等对策建议。Instability of teachers become an important problem restricting the development of education. Teach- ~ ers in rural areas of poverty county as the research ob- ject, the present situation and origin of the instability of teachers in primary and secondary school using on-the-spot investigation and In-depth interviews. Low investment in education, lower the overall quality of students and Unreasonable school point settings had become main factors which affected rational allocation of rural compulsory education teachers. Based on externality theory and cost sharing theory, Measures such as recruited local teachers, appropriate educational resources in- vested inclined, Open external recruitment and personnel selection internal promotion channel had been proposed.
