摘　　要：大学发展战略规划包含制定、实施、评价与监控等环节,是从随机性、临时性向制度化、专业化模式转变的过程。大学发展战略规划制度化是高等教育发展的时代要求,是现代大学发展的内在诉求,也是战略规划实施的有力保障。然而,大学发展战略规划制度化也面临由多变的社会环境、单一的管理体制、趋同的发展理念和复杂的大学系统等引发的系列挑战。University development strategy planning including inaction, implementation, evaluation and monitoring. It is the transition process from randomness, temporary to institutionalization, professional mode. Institutionalization of university development strategic planning is the age requirement of the development of higher education, is the inner demands of the development of the modern university, is also a powerful safeguard on the implementation of strategic planning. However, institutionalization of university development strategy planning is also facing series of challenges, like the changeable social environment, the concentrated management system, the concept of the development of convergence, and the university of complex systems, etc.
