残疾人冰雪体育权利的现实困境与实现路径

摘　　要：保障残疾人体育权利,是发展残疾人体育事业,促进社会和谐进步的重要举措;但当前,作为残疾人体育重要组成部分的残疾人冰雪体育,其供需失衡形成的非均衡发展局面,不仅造成残疾人冰雪体育处于困境之中,而且导致残疾人冰雪体育权利的"断裂"。经调查分析后认为,这主要源于当前社会对残疾人冰雪体育认同度较低、冰雪运动资源配置"非公"、冰雪体育权利诉求的教育"断代"和残疾人冰雪体育权利诉求不畅等问题。为此提出,加强软实力建设、提升硬实力水平、构建可持续发展的残疾人冰雪运动技能培养体系和建立健全诉求表达机制等实施路径,以确保残疾人冰雪体育权利的实现。Protecting the sports rights of the disabled is an important measure to promote social harmony and progress,and develop the cause of disabled sports. But at present, as an important part of disabled sports, the imbalance between supply and demand of disabled winter sports leading to non-balanced development situation,leading not only to the ice snow sports in distress, but also to the fracture of the ice snow sports rights of the disabled people. After investigation and analysis, the results show that there is a low self-identity for the disabled in ice snow sports in the current society; there is ＂no public＂ ice and snow sports resources allocation;and there is a ＂fracture ＂ of in ice and snow sports rights education and the ice snow sports rights problems. Based on it, we should strengthen the construction of soft power,improve the level of the hard power and establish and improve the implementation of disabled people demand expression mechanism path, in order to ensure the realization of the ice snow sports rights of the disabled people.
