摘　　要：基本药物制度是深化医药卫生体制改革的重点任务,是惠及民生的重大制度创新。为加强基本药物集中采购监督管理,江苏省于2012年建立考核评价机制,在保障基本药物供应和使用方面做出突出贡献,但目前部分地区仍存在基本药物配送率低、医疗机构回款慢等问题。本研究旨在理顺江苏省基本药物集中采购的考核评价体系的基础上,分析考核结果,以探究考核体系存在的问题,进而提出基本药物集中采购考核的优化策略,以保证基本药物质量优良、价格合理、公平可及等目标的实现。The essential drug system,a major task of deepening medical and health system reform,is an important system innovation in benefiting peopleˊs livelihood. To strengthen the supervision and management of the centralized procurement of essential drugs,Jiangsu province in 2012 established assessment mechanism,which did make a significant contribution in safeguarding the basic drug supply and use. But there are still some problems in such areas as low delivery rate of basic drugs, slow payment of medical institutions,etc. This paper aims to rationalize the evaluation system of basic drugs centralized purchasing in Jiangsu province,analyze the evaluation results,find the existing defects on appraisal system,and then put forward the optimized strategy,in order to ensure the realization of good quality,reasonable price,fair and accessible objective of the basic drugs.
