推进江苏省新型职业农民培育的对策研究

摘　　要：培养高素质的新型职业农民是加快推进江苏由传统农业向现代农业转变的核心问题。从现代农业发展的客观要求、农民就业结构的重大变化、农民收入结构非农化趋势等三个方面阐明江苏省培育新型职业农民的现实需求。以农业专业大户、家庭农场、农民专业合作社、农业龙头企业和农业社会化服务组织五类新型农业经营主体为代表,分析江苏新型职业农民队伍发展现状,并在此基础上,提出江苏加快培育新型职业农民的对策建议,主要是:加强新型职业农民培育的顶层设计,构建配套的顶层制度体系;加大土地流转力度,推进适度规模经营;加快培育职业农民,扩大新型职业农民队伍;构建新型农业社会化服务体系,培育社会服务型职业农民;加大扶持力度,营造优良的政策环境等。Cultivating qualified new professional farmers is the core problem to accelerate transforming from traditional agriculture to modem agriculture in Jiangsu Province. It clarifies the real requirements of cultivating professional farmers in Jiangsu Province from objective requirement of the development of modem agriculture, significant change in farmers＇ employment structure and nonagricultural trend of farmers＇ incomes structure. Taking agricultural professional, family farms, farmer specialized cooperatives, agricultural leading enterprises and agricultural social service organizations as the new agricultural management subject representatives, this paper introduced the development status of the new professional farmers in Jiangsu Province. Several countermeasures for cultivating new professional farmers quickly in Jiangsu Province were put forward, such as enhancing top-level design of cultivating new professional farmers, building the support top-level institutional system; increasing land circulation and carrying forward fairly large scale management; quickening professional farmers training, expanding new professional farmers; building new system of socialized agricultural services and cultivating social service-type professional farmers; strengthening the supporting force, creating favorable policy environment.
