摘　　要："人人都有接受高等教育的权利和机会",从形式上实现了高等教育招生公平。有质量的公平是高等教育招生公平的发展趋势。它以进一步推进公平为核心价值取向,以"让最合适的学生进入最适合的院校"为基本准则,以促进学生各得其所的发展为最终旨归。当前,我国亟需建立政府-相关主体的协同治理结构、落实高校-学生的双向自主选择权责、实行双轨-分层的多样化招生标准等举措来推进有质量的高等教育招生公平。＂ Everyone has the right and opportunity to recieve higher education＂ realized higher education admission equity with quality formly. Equity with quality is the development trend of higher education admission. It has three essential meanings,that is,regarding pushing quality farther as the core value orientation,regarding letting most appropriate students enter into most appropriate colleges as action rules,regarding accelerating students appropriate development as the final objective. Now,our country should take some positive and effectual measures to realize equity in higher education admission with quality,such as performing the government-related subject collaborative governance structure,carrying out the university- student bidirectional choice responsibilities,establishing the double-layered diversification admissions standards;etc.
