摘　　要：党员是党的肌体的细胞和党的活动的主体,党员队伍建设是党的建设的基础工程。吐故纳新,及时处置不合格党员,是新时期从严治党、保持党的先进性和纯洁性的一项重大举措。本文基于系统论视角,论述了构建不合格党员退出机制对党的队伍建设的重要性和必要性,提出了构建"退出预警——退出处置——退出干预"的不合格党员退出路径,并就不合格党员退出机制的建立提出若干理论思考。Members of the CPC are the cells of CPC and the major carriers for the CPC activities. To have qualified CPC members is the basic project for building a powerful CPC. Therefore, to incorporate new members and to quit unqualified members is an important measure for the CPC to keep its advancement and purity and to manage the CPC according to more strict principles under the new age. This thesis, based on system theory, explains the importance and necessity of quitting the unqualified CPC members, constructs the quitting path as ＂warning - quitting - quitting interference＂. It also puts forward theoretical thoughts about the building of the quitting mechanism for unqualified CPC members.
