陕西高校专利转化现状及对策研究

摘　　要：陕西是一个科教大省,拥有众多的高校,科研实力雄厚,每年产生大量的专利技术成果,专利申请量和授权量在全国一直名列前茅。但是,陕西高校的专利转化率一直较低,与自身实力不相符。通过对陕西部分高校进行调研,发现普遍存在对专利转化重视不够,专利转化评价体系不完善以及转化渠道不畅等问题。根据这些实际情况,建议政府应加强政策的引导和推动,加大转化平台建设的力度;高校也应该主动出击,积极参与平台建设,建立与企业的互动机制,完善以市场化为导向的考评体系,这样才能不断增强我省高校服务社会的能力,充分发挥我省的科教资源优势,为地方经济建设作出贡献。Shaanxi is a province with many colleges and universities,which have powerful scientific research strength. Each year a large number of patent technology achievement,a patent application and grant were at the top in the country. But the Shaanxi universities patent conversion rate has been lower,incommensurate to its strength. By a survey of some colleges and universities in Shaanxi,it was found that not enough emphasis is paid on the patent transform,that the evaluation system is not perfect and the conversion channel is not free. Based on the practical situation,it is suggested that the government should strengthen and promote the policy guidance,increase conversion platform construction efforts; that colleges and universities should also take the initiative,actively participate in the platform construction,the establishment of and interaction mechanism of enterprises,and improve the market oriented evaluation system,so that it can continue to enhance the capacity of our provincial universities＇ social service,fully play the resource advantage of Science in our province,and make contributions to the local economic construction.
