摘　　要：大学是我国科学研究的主力军,肩负着知识创新、技术创新、成果转化及应用的重任。大学科研评价是大学科研发展、评估的风向标,体现了大学科研管理的功能地位和价值导向,是促进科研质量和水平的重要推动力。当前,我国大学科研评价存在的误区主要有三:一是科研评价体系主要以"绩效"考核为导向,不利于激发广大科研工作者发挥自身科研潜力;二是从评价主体来说,科研评价主体是行政主管部门,忽略科研工作者作为评价客体在评价中的主动性及内在需求;三是从评价指标设置来看,注重量化指标、忽视主观性的定性指标,间接助长了学术不正之风。创新力是大学科研能力的主体构成,更是核心构成。本文以人文社会科学、自然科学为类别,着眼构建以创新力为导向的大学科研评价体系,以提升大学科研能力水平和质量。University is the main force of sciet：tific research in China, shouldering the responsibility of knowledge innovation, technology innovation, achievement transformation and application. University scientific research evaluation is the orientation vane of university scientific research development and evaluation, reflecting the function status and value orientation of university scientific research management and being an important force to promote the quality and level of scientific research. At present, the misunderstanding of scientific research evaluation of China＇s universities consists in three aspects： （1） the scientific research evaluation system is mainly performance-examination oriented, which is not good for stimulating scientific researchers to play their own potential in scientific research; （2） the evaluation subject of scientific research evaluation is the administrative department, ignoring the researchers＇ activation and internal demand in the evaluation; （3） tl＇~e evaluation index setting pays attention to the quantitative indicators, ignoring the qualitative index of subjectivity, and indirectly contributing to the academic corruption. Innovation is the main body of university scientific research capacity and the core composition part. This paper, taking the humanities, social science and natural science into categories, focuses on the construction of innovation-oriented university scientific research evaluation system so as to improve the level and quality of university scientific research capacity.
