摘　　要：海界委员会是民国初年为解决中国海洋问题而成立的智库型机构。针对清末民初中国面临"无界又无权"的海权危机,海界委员会着力解决划定中国领海界线及收回领海内管辖权的问题。其讨论和决策的过程,反映了民初中国民族主义和遵循国际秩序交织下的海权意识;其组织结构和政策措施,反映了中国海权维护体制的成熟以及上海等口岸城市在海权力量建设中的作用。The Sea Board Committee is a brainstorm organization set up to solve maritime problems of China in theearly republican period. The discussion and decision making process reflected Chinese nationalism and sea power consciousness while obeying international order. The organization and policy reflected the maturity of sea power maintenance system as well as the influence of port cities like Shanghai in building the sea power.
