摘　　要：基于1996—2012年中国与11个主要禽肉进口国和地区间的面板数据,通过建立引力模型,采取因变量删失的处理技术,对土霉素最大残留限量水平在我国禽肉出口中的影响进行定量分析,结果表明,进口国和地区土霉素最大残留限量标准每严格1%ppb,中国禽肉出口将减少2.51%。在此基础上进一步拓展,利用估计的弹性系数,以CODEX作为基线标准模拟研究了国家间标准的统一对中国禽肉出口的影响。分析表明,如果各国均按照国际食品法典委员会制定的CODEX标准执行,对中国的禽肉出口将是有利的,2012年中国禽肉出口将增加13.04亿元。另外,各国间标准的互认和协调也有利于推进贸易自由化。短期内中国应尽可能选择和开拓贸易壁垒较低的市场,长期来看,要加强和完善国内农产品生产加工和检验检疫标准体系的建设,努力推进各国食品安全标准的统一和互认。Using trade panel data between China and 11 major poultry importing countries and regions from 1996 to 2012, it ex- amines the impact of food safety standards on Chinese poultry exports based on the gravity method and the techniques to deal with cen- sorship problems. The results show that when oxytetracycline MRLs of importing countries and regions is 1% ppb more strict, Chinese poultry exports would decrease by 2.51%. This means that the stricter standards of importing countries and regions were, the more re- stricted of Chinese poultry export was. Leaning from elastic formula, it simulates the influenee of the change in the food safety standards on the poultry export using CODEX standards as a baseline. The simulation results show that Chinese poultry export was sensitive to the food safety standards; strict standards significantly restricted export; and the mutual recognition and harmonization of standards will fa- cilitate trade liberalization.
