摘　　要：碳排放过量引发的温室效应日益严重,低碳发展是新时期促进经济绿色增长的主要路径。文章在进行土地利用碳排放总量测算的基础上,从土地利用视角分析了研究对象的土地利用碳排放效率动态演变过程。根据IPCC给出的碳排放清单,从能源消费、农业、废弃物三方面系统测算湖南省历年土地利用碳排放总量。以投入和产出为分类建立土地利用碳排放效率评价指标体系,并运用Malmquist生产效率指数模型对湖南省土地利用碳排放效率时序演变特征进行分析。结果显示,湖南省土地利用碳排放增速较快,能源消费是土地利用碳排放的主要来源;湖南省土地利用碳排放效率逐年提升,保持年均28.32%的增速,根据RD指数分解结果,效率提升的来源主要是技术进步。湖南省应不断加快转变经济增长方式,大力推广新型能源,提高土地利用效率及节约集约利用水平,加快农业经营方式创新,倡导循环经济,构建资源节约型的低碳土地利用和经济发展模式。Greenhouse effect caused by carbon emissions becomes serious. Low-carbon development is the main path of promoting the economic growth of the green. This paper estimates the total carbon emissions during land use, and based on the analysis from the perspective of land use studies the dynamic evolution of carbon emission efficiency. According to the list given in IPCC, the study estimates the total carbon emissions in Hunan land use over the years, and then establishes efficiency evaluation system from the inputs and outputs for the classification of land use carbon emission. Malmquist productivity index model is used to analyze carbon emission efficiency of land use in Hunan. Results show that carbon emissions from land use of Hunan increase rapidly, and energy consumption is a major source of carbon emissions. Land use carbon emissions efficiency improved each year in Hunan, with average annual growth rate of 28.32%. According to RD index decomposition results, technological progress is the main reason of efficiency improvement. The Province should continue to accelerate the transformation of economic growth, promote new energy, improve land use efficiency and conservation level of intensive use, accelerate agricultural management style and innovation, promote recycling economy and building a resourcesaving, low-carbon land use and economic development.
