荷兰庚款“退款”与民国水利科研机构创设

摘　　要：庚款"退款"各涉案国情况不同。过去研究多集中在美、英,而且多举清华学堂、粤汉铁路为例说事。荷兰庚款"退款"情况虽说与美、英类似,却因"占比极微""业绩平平"而很少为学界所关注,研究更是几近空白。基于此,借助现有丰富的中英文史料,把荷兰庚款"退款"放到庚款案的整体中进行考察,并对荷兰"退款"管理和利用情况进行具体探讨就显得很有必要,这不仅有助于丰富和扩展对庚款"退款"问题的研究,也可使学界对该论题有一个更全面的认识。The returning of ＂Gengzi Peikuan＂（formerly called Boxer Indemnity） varied from country to country. In the past, there were a lot of discussions on the returning of ＂Gengzi Peikuan＂ by the United States and UK, but few on that by the Netherlands only due to its ＂trifling proportion＂ in ＂Gengzi Peikuan＂, which is a pity from historical perspective. This paper is an important supplement that covers the diplomacy with the Dutch government concerning the returning of ＂Gengzi Peikuan＂, the returned fund management and the returned fund utilization, especially that for the founding of the Central Hydraulic Research Institute of China.
