基于经济伦理学视角的房价波动收入分配效应分析

摘　　要：近年来房地产价格上涨与收入差距的扩大几乎同步发生。利用2002—2011年30个省份面板数据进行实证分析,结果表明,房地产价格波动拉大了我国的收入差距,房地产市场收入分配不均的状况违背了经济伦理学中的公平正义、义利皆重、社会责任等原则。中央政府积极进行宏观调控弱化房价波动收入分配效应,而地方政府对房价下降的过度干预取代了市场自身调节作用,以行政伦理代替了经济伦理。各级政府应完善房价波动收入分配效应的伦理机制,充分发挥社会保障制度的作用,实现社会和谐发展。In recent years, the income gap of residents has continued to widen as almost synchronous with housing price rising trend. Based on the panel data of 30 provinces in 2002 - 2011, this paper proves that the fluctuation of housing price has widened the income gap. The unequal distribution of income in real estate market violated the economic ethics principles of righteousness and profit ,social responsibility. The central government issued a series of polices to weaken the income distribution effects of housing price fluctuation, but local governments overly intervened in the falling housing prices, replaced the market regulation and substituted administrative ethic for economic ethic. Government should improve the ethical mechanism of income distribution effects of housing price fluctuation and make full use of the social security system to achieve the harmonious development of the society.
