摘　　要："政府范式"是库恩的"科学范式"在行政学的推广与应用,不同时期的社会治理模式对应了不同的政府范式,这为行政学研究提供了一个新的分析框架。近代西方行政学的"三大运动"推动了西方行政重视价值问题,走上了以"宪政主义"为中心的"伦理救治"之路,这为生态行政的研究奠定了基础。20世纪初,一些中国本土学者结合我国国情,抛开西方行政学理性思维的枷锁,提出了一系列政府范式,对指导我国行政学理论的发展和政府管理的实践都有重大的意义。最后基于生态环境问题的多发与建设美丽中国的现实需要,提出了在社会转型期应构建生态型政府范式。Government Paradigm is the spread and application of Kuhn’ s Paradigm in science of administration .Social governance models correspond to different government paradigms in different periods ,which provides a new analytical framework for the administration science researches . The Three Campaigns of the western administration in modern times promoted the Western to attach importance to the value issues and embarked on the Ethical Treatment road centered by Constitutional Doctrine ,which lays a foundation for the research of ecological administration .At the beginning of the 20th century ,considering China’s national conditions and setting aside the shackles of rational thought in western administration ,some Chinese scholars put forward a series of government paradigms which had great significance in guiding the development of China’s administrative theory and the practice of government management .Due to the multiple periods of ecological problems and the demand to build beautiful China ,this paper attempts to advance the primary path in constructing ecological government paradigm during the social transitional period .
