摘　　要：我国实施双向转诊制度遇到严重梗阻的一个重要原因是医疗保险未充分发挥经济杠杆作用。选取商业型医疗保险国家—美国,国家型医疗保险国家—英国,社会型医疗保险国家—德国,储蓄型医疗保险国家—新加坡,对不同医保模式下开展双向转诊的经验进行分析,旨在为疏通我国双向转诊梗阻提供参考。Two - way referral in China has encountered severe block, and an important reason is medical insurance failing to function as a means of economic levers. By analyzing the properties of different types of medical insurance system in several countries, commercial medical insurance country - the America, the national medical insurance country - the United Kingdom, the social medical insurance country - Germany, and the savings -type insurance country - Singapore, the current study is aimed to distinguish the key factors to establish two- way referral in China.
