摘　　要：研究科技服务业评价主体、评价客体、评价目标和评价准则,以科技服务业发展水平为总目标,分别从发展环境的竞争力、科技研究的创新能力、专业技术的服务能力和科技成果市场化水平四个方面,以经济学构成要素和国民经济投入产出为准侧,构建以34个指标为基础的科技服务业评价指标体系。然后,以2011年陕西省和全国科技服务业数据为样本,运用功效系数法与模糊综合评价法实证研究了科技服务业评价指标体系。最后,提出发展陕西科技服务业的对策和建议。First, this paper studies evaluation subject, evaluation object, evaluation target and evaluation criterion. Sec- ondly, with the development level of S＆T service industry as goal and according to criteria of the economic factors and the input and output of national economy, this paper sets up evaluation index system based on 34 evaluation index from the competitiveness of the development environment, scientific research innovation ability, professional technical service capa- bilities and S＆T achievements marketization level. Then, by the efficacy coefficient method and the fuzzy comprehensive e- valuation method, this paper does an empirical study on evaluation index system in 2011 data sample from Shaanxi province and national S＆T service industry. Last, this paper puts forward the countermeasures and suggestions for development of S＆T service industry in Shaanxi province.
