摘 要:以学校为主体的信息化建设模式出现重硬件建设、轻软件应用、分散建设、信息隔绝等问题,数字鸿沟、资源困境、信息孤岛等高原现象成为教育信息化建设的瓶颈。为实现信息化建设由粗放型向集约化、集成化转型,宁波市提出创建智慧教育的思路,通过深入分析教育信息化建设中的问题及原因,充分探讨智慧教育的本质和特性,以技术创新和政策机制创新为突破点,提出宁波市创建智慧教育的主要路径,即建设"一个门户,三个平台,五个体系"。The school-based pattern of information technology construction has come out several problems, such as hardware preference, software despising, scattered construction, information isolation and so on. Besides, digital divide, Resource Dilemmas and IT Silos have been the bottleneck of educational information technology. A thought of founding smart education has been put forward in order to realize the transformation from extensive form to intensive form in terms of information technology construction. That is to say, deeply analyzing the problems and reasons of the educational IT construction, fully discussing the nature and characters of smart education, Ningbo has come up with the main path of founding smart education. With technology innovation and policy mechanism innovation as the breakthrough point, the path is setting up one portal, three platforms, and five systems.
