项目制治理、村民参与和乡村公共设施建设——基于安徽省N县项目制治理改革试点的研究

摘　　要：在当下的乡村地区,由财政转移支付资金支持展开的公共设施建设主要采取了项目制的治理体制。但项目制治理的常规形式并未给村民参与留下足够的空间与机会,反而制约和削弱了乡村公共设施建设的公益绩效。鉴于此,安徽省正在尝试改革,将村民参与引入村级公共设施建设的项目制治理,一方面建立村民"自选、自建、自管、自用"的多维参与机制,另一方面促使政府的治理角色从全面管理者转型为监管与服务者。通过基层试点,这一改革被证明能够在多个方面改善农村公共设施的建设绩效,推动乡村地区实现"参与式"发展。但此次试点结果也说明,以引入村民多维参与为旨向的项目制治理改革若想获得成功的推广,还需要在制度和程序上作进一步的完善与创新。In rural areas presently, the construction of public facilities funded by the fiscal transfer payment mainly adopts a governance model which is called as project system. However, the conventional governance model of project system doesn＇t leave enough space and opportunities for the villagers＇ participation , thus constraining and weakening the commonwealth performance of the construction of rural public facilities. In view of this, Anhui province is trying to reform the project system through introducing the villagers to participate in the process of governance of projects system on the village-level public facilities, on the one hand, establishing muhi-dimensional villagers＇ participation mechanisms such as self-choosing, self-construction, self-management, self-using, on the other hand, prompting the government＇s role transforming from the executive manager to regulatory and servicing manager. Through the grass-roots pilot implementation, this reform has shown efficiency to improve the performance of the construction of the rural public facilities in many dimensions, and to promote the rural areas to achieve ＂participatory＂ development. But the result of the pilot implementation also illustrated that Anhui reform should be improved and innovated in the systems and procedures continually so as to be implemented in more extensive rural areas.
