摘 要:我国高校办学评价体系建设中存在着导向异化、标准统一化、评价制度设计错位、评价体系借鉴不够等问题。高校办学评价体系建设要从评价主体、评价组织体系和评价标准等方面进行,重视指标内容设置和指标赋值问题,处理好评价标准化与学校特色化发展、评价行政主导化与学校自主化发展、评价形式化与学校实质性发展的关系。高校办学体系评价建设应从改进评价体制架构、改单一评价为多元评价、提高评估者的参与性、强化评估监督、加强评价制度建设等方面着手进行完善。The existing problems in the evaluation system construction in institutions of higher education are alienation of guidance, unification of standard, dislocation of evaluation system design, and lack of reference of evaluation system. The evaluation system construction should be implemented in the aspects of cvahmtion subject, evaluation organization system and evaluation standard. The index content settings and the index assignments shouhl be paid great attention to. The relationships between standardization of evaluation and the development with characteristics of universities, the administration-based evaluation and the self-development of universities, as well as the formalization of evaluation and the substantial development of universities, should be managed properly. The evaluation system construction in institutions of higher education should be commenced through improving evaluation system structure, changing single evaluation to multiple evaluation, increasing the involvement of evaluators, strengthening evaluation inspection, and enhancing evaluation system construction.
