大学文化创新与开放教育资源发展转折的历史考察

摘　　要：经历了十年左右的飞速发展后,开放教育资源开始步入发展的平台期,如果离开了大学文化的引领将无法继续担负教育革新和学习变革的先锋,而大学文化自身也必须不断地创新才有可能有效发挥作用。正是在创新大学文化的引领下开放教育资源在经历短暂的停留和徘徊之后,迎来新一轮的发展高潮,经历了制定开放教育资源的发展战略、探索开放教育资源的运作机制和明确开放教育资源的发展目标等阶段。与此同时,莱斯大学开放教育资源通过对创新大学文化进行选择、吸收和融合完成了主体需要的满足:在学院文化的作用下采用基于技术型学习社区创建的发展策略;在管理文化的作用下采用基于教育质量强化理念的发展策略;在发展文化的作用下采用基于可持续理念的发展策略;在协商文化的作用下采用基于合作理念的发展策略。The development of Open Educational Resources(OERs) has entered a plateau period after nearly a decade of rapid growth.Without the support of a highly advanced culture,OERs would not continue to be the pioneer in teaching and educational reform.On the other hand,universities also need to become continuously innovative to be recognized as the intellectual elite of a society.Cultural innovation at universities would help promote another round of development of OERs,formulating the strategies for OERs development,clarifying the mechanism of OERs distribution,and establishing the targets for OERs expansion.Taking Rice University in the US as a case in point,the development of OERs there has been boosted by integrating various cultures of the academy optimally:the 'collegial culture' is adopted to build a technology-based learning community,the 'managerial culture' is adopted for quality assurance in higher education,the 'developmental culture' is adopted for sustainable growth,and the 'negotiating culture' is adopted for mutual collaboration.
