摘　　要：当前,我国工业化、信息化、城镇化、市场化、国际化深入发展,人口、资源、环境压力日益加大,迫切需要培养"数以千万计的专门人才"。黑龙江工程学院作为地方本科院校,是教育部"卓越计划"首批试点院校,学校坚持走开放办学之路,构建了开放的人才培养体系,在为地方培养高素质应用型人才方面,走出了一条有自身特色的人才培养之路。Currently, with the deepening of our country＇s industrialization, informationalization, urbanization, marketization and internationalization, the pressure of population, resources and environment is mounting, urgently in need of millions of specialized tal- ents. Heilongjiang Institute of Technology, as local graduate university, is among the first pilot universities of ＂Excellence Program＂ proposed by the Ministry of Education, sticks to the road of opening-oriented school-running, constructs opening-oriented talent cultiva- tion system and opens up a new way for cultivating talents with own characteristics in the field of providing high quality applied talents for the region.
