摘　　要：围绕政党、国家、社会之间的基本关系,形成国家的治理体系,构筑起实现国家和社会治理中的秩序。当我们党夺取政权成为执政党,历史方位的根本转变,要求我们重新审视党、国家和社会之间的关系,建立社会主义国家的治理体系。治国理政成为社会主义发展中的重大课题。改革开放开创了中国特色社会主义,根本性地改变党的执政环境,党的治国理政面临着新的挑战。习近平总书记"四个全面"等系列重要讲话,深刻回答了新形势下党和国家事业发展的一系列重大理论和现实问题,是新的历史条件下我们党治国理政的行动纲领,是坚持和发展中国特色社会主义的理论成果,实现中华民族伟大复兴中国梦的强大思想武器。It is important to coordinate the relationship among the society, the state and the political party, form a state political governance system, and build an order to achieve the state ruling and the social governance by the ruling class. The fundamental transformation to the ruling party of CPC requires us to re - examine the relationship between the political party, the state and the society, and to build the governing system especially designed for the socialist state. Therefore, the manner of running state and managing government affairs becomes one major subject during the development of socialism. Reform and opening has created the socialism with Chinese characteristics, fundamentally changing the Party＇s ruling environment. And new challenges are arising with the manner of running state and managing government affairs by CPC. General Secretary Xi＇s series of important speeches like the ＂four comprehensives＂ provide profound answers to a series of major theoretical and practical issues and questions raised during the development of the Party and the state under the new situation. They are the programme of action for the manner of running state and managing government affairs by our Party under the new historical condition, theoretical results for persevering and developing socialism with Chinese characteristics and a powerful ideological weapon to achieve the Chinese Dream to realize the Chinese nation＇s great rejuvenation.
