区域生态文明共享的生态正义问题——基于泛北部湾的分析

摘　　要：生态正义是生态资源开发利用的基本价值原则,与生态文明共享在价值目标和实质内容上具有一致性。当前泛北部湾区域生态文明共享中存在着弱化代内平等、忽视代际公平等不正义的现象。泛北部湾区域生态文明共享的公平实现必须维护生态正义:营建生态正义的文化价值共识;用法律维护生态正义;抵御生态不正义;加强国家政府合作;重视弱势群体的生态利益诉求,实现代内基本平等。Ecological justice is the basic value principle of exploiting and utilizing ecological resources and is consistent with the value target and substance on sharing the ecological progress.Currently,the process of sharing ecological progress in Pan-Beibu Gulf has unjust phenomena of reducing in-generation equity while neglecting inter-generational justice.Realizing the impartiality of sharing ecology progress in Pan-Beibu Gulf must uphold ecological justice：establishing cultural value consensus on ecological justice;maintaining ecological justice by legal means;fighting against ecological unjustness;strengthening international cooperation;taking seriously ecological interest appealing of vulnerable groups,realizing in-generation equality.
