《周易·观》治国为政思想探析

摘　　要：圣人以神道设教,因民情制礼。天道贵在得时,民情重在归心。天道,理之所宜;民情,众望所归。政之所出,唯此二者为本。而得之之道,在观之情伪得失。观之于治道,其义至大。观之之法,六爻备矣。观卦上巽下坤,内中含藏艮坤两个互卦,艮山坤地相遇则为山地剥卦。观卦"大观在上",是事业最辉煌时期,然而辉煌最易忘乎所以,作威作福,与民众脱离。倘失观之之道,民心一失,即渐为衰落。观之覆卦为地泽临,临卦取施治为义,观卦观施治之效,考其得失,求所以治之。观卦旁通雷天大壮卦,观不失道,可至大壮,如失其道,阳为阴所剥,凋敝凌夷。为政者知此,取舍行止尽在其中。The saint misleads people by spreading superstitious beliefs and sets the rituals based on the peo-ple’s situation. While natural law relies on timing, the condition of people depends on conviction. The laws of heaven involve the reasonable existence while the situation of people lies in the common longing of the mass. The roots of political policy are subjected to these two prime elements. The mastery of laws relies on whether you can strike the balance between gain and loss. Looking back on it, the justice is of great importance. Hexagram Guan contains two indispensible ones： hexagram Gen （mountain） and Kun（land）. The combination of them is Hexagram Po. In the period of being prosperous, it is vulnerable to lose oneself, bullying and oppressing people and break-ing away from people. Losing the hearts of people indicates the gradual depression. The overturned hexagram of Guan is hexagram Lin, and it means “to govern”. Hexagram Guan indicates “ the efficiency to govern” .Inspect-ing the gain and loss is to prove the efficiency to govern. Hexagram Dazhuang is hidden in hexagram Guan. Not losing the way to inspect, it can reach hexagram Dazhuang, or it will decline. If the official learned this, he would know how to govern the country.
