摘 要:首先从科技资源配置的视角对高校科技创新平台体系进行整体研究,反思我国高校科技创新平台体系存在的问题,包括平台的部署呈现碎片化状态、重复建设、资源共享度低、难以维持正常运行等现象,指出高校科技创新平台体系存在问题的根源在于科技资源配置过程的过度行政化以及政府与市场之间缺乏"协同治理"的稳定机制,提出解决这些问题必须处理好政府与市场、中央与地方、基础研究与应用研究、保障性经费与竞争性经费的关系,进而从宏观、中观和微观三个层面对高校科技创新平台体系进行重构.A comprehensive study on the science and technology innovation platform in universities was firstly done from perspective of resource allocation, and the problems of science and technology innovation platform in Chinese universities were reflected, including the phenomena such as fragmentation of the platform distribution, repeated platform construction, low resource sharing, difficult to keep running the platform, etc.. All these problems stemmed from excessive administration on the science and technology resource allocation and the absence of stable mechanism on synergistic management over the government and market. To solve these problems, the relationship between government and market, central government and local government, basic scientific research and application research, ensuring funds and competitive funds have to be well treated, and reconstruction of the science and technology innovation platform should be done from three levels of macroscopic scale, middle scale and microscopic scale.
