摘　　要：对以EPC工程总承包模式建设的水利水电工程项目从EPC项目管理的方法模式、组织机构等管理理念作了简要概述。深入分析了以EPC工程总承包模式建设的水利水电全过程管理的项目质量控制、质量控制要素及各要素的控制方法。为了抓住质量控制重点，采用层次分析法（（AHP）对各质量影响因素的作用进行评价与测度，建立质量控制分析模型，为有效进行质量控制提供理论依据，最后对项目质量的过程控制作了较系统的阐述。Based on the method of EPC project management mode and organization management of EPC project general contracting mode construction made a brief overview of water resources and hydropower projects. In EPC project general contracting mode were analyzed deeply the construction of the whole process of management in water conservancy and hydropower project quality control,quality control,factors and con： trol methods for each factor. In order to seize the quality control key,this paper uses the analytic hierarchy process （ahp） to evaluate the effect of various factors affecting the quality and measure and establish the quality control analysis model. Then, provide theoretical basis for effective quality control. Finally, the process of project quality control made systematically in this paper.
