摘 要:教育经费的效益评价应该从投入效益、使用效益、产出效益三个维度建立指标体系。基于主成分分析法对中国各地区效益的计量表明,教育经费的使用过程因素正成为影响中国公共教育经费配置效益的最重要因素;各地区效益水平呈现东高西低的特征;东部地区在使用效益和产出效益上具有优势,中西部地区优势则在投入效益上。应该从使用过程角度提高经费配置效益;提升不发达地区经济,均衡地区内外效益水平;中西部地区要继续利用投入效益优势,同时要同东部地区一道,培植使用效益和产出效益优势。It is necessary to set up an index system for the benefit evaluation of educational funds from the following three dimensions: investment efficiency, utilization efficiency and output effect. Based on the principal component analysis of the measured efficiency in different regions of China, it' s found that the usage factor is becoming the most important one affecting the effectiveness of Chinese public educational funds allocation, the efficiency level in eastern China is higher than that in middle-west China, and the eastern China has advantages in utilization and output efficiency while the advantages of middle-west China are shown in investment efficiency. Therefore, it' s suggested to improve the efficiency of funds allocation from using process, promote the economic development in underdeveloped regions so as to balance the benefit level from the region and beyond, continue to take advantage of investment benefit in the central and western regions of China, and cultivate the advantages of utilization efficiency and output effect together with eastern China.
