海洋强国战略目标的实现与海洋人才素质培育

摘　　要：落实党的十八大明确提出的建设海洋强国的战略目标,发展海洋事业,其核心问题是人才的支撑,根本任务是人才的素质培育。海洋人才应具有的一般素质主要包括海洋生态文明意识、热爱海洋的敬业奉献精神和管控海洋的综合胜任力;其特殊素质主要包括海洋高技能人才与海洋专业技术人才应具备扎实的涉海专业知识和技能,管理人才应具备涉海复合型知识技能,国际化海洋人才需要具备宽广的涉海国际化视野。提升海洋人才素质的主要途径是加强海洋人才的思想道德建设,加大海洋人才培育的资金投入,科学设置海洋人才素质的评价标准,创新海洋人才素质的培养内容,完善海洋人才素质的培育模式等。The core of ＂the strategic target of construction of marine powerful nation＂which was confirmed on the Eighteenth National Congress is advanced educational sources and talent qualities.The talent qualities include two aspects：the general qualities and the special qualities.The general qualities of marine talents are the consciousness of marine conservation culture,the spirit of devotion and all-round capabilities.To be specific,marine technological talents are required a stronger foundation of marine knowledge and skills.Managerial talents need compound knowledge of marine and ocean.Additionally,a wide international outlook is necessary to internationalized marine talents.There are mainly five aspects to improve qualities of marine talents：to deepen understanding of marine knowledge,to increase financial input of marine education,to set up the marine talents evaluation standards,to innovate the cultivation contents of marine education and to improve the mode for the ability and quality training of marine talents.
