海关缉毒特情保护制度构建探析

摘　　要：毒品走私犯罪情报有很大一部分是由缉毒隐蔽力量提供给海关缉私侦查机关的,而海关缉毒特情就是缉毒隐蔽力量的一部分。海关缉毒特情在控制复杂场所、重点地区、交通要道发挥着重要作用,也为侦破重大毒品犯罪案件提供大量的线索和证据。但海关缉毒特情工作危险性大,灵活性高,受海关缉私部门和实际犯罪环境的制约。因此,加强对海关缉毒特情的保护,需加强立法,构建海关缉毒特情保护制度。The intelligence of drug smuggling was, to a large degree, provided by hidden anti-drug forces.to the customs anti-drug smuggling investigation organs.The customs anti-drug secret intelligence, as a part of hidden anti-drug forces, plays an essential role in the control of complex fields, key areas, and thoroughfares and offers abundant clues and evidences for detection of the major causes. However, the customs anti-drug secret intelligence is constrained by the customs anti-smuggling departments and the actual crime environments for its high risk and flexibility. Therefore, the protection of the customs anti-drug secret intelligence calls for powerful legislation and construction of the protection system for the customs anti-drug secret intelligence
