摘　　要：在十七大报告提出"文化软实力"、"文化生产力"、倡导中国文化"走出去"的战略和全球化的背景下,文章分析了广西对外宣传翻译人才的培养现状,提出了以提高修辞能力为途径的人才培养方案;西方修辞反映出国际言语交际活动和传播活动的规律,对如何提高广西对外宣传翻译队伍的质量,培养具有国际化视野的翻译人才的模式构建有重要的意义。In the Report of the Seventeenth National Congress, the concepts of ＂the Soft power of Chinese Culture＂, ＂Cultural Productivity＂ and the ＂go global ＂strategy have been proposed. Under the circumstance of globalization, this paper explores the current situation for the translator training mode, and makes a translators＇ training plan based on rhetorical competence; as western rhetoric has a strong explanation power for international speech communication and spread activies, it is proved that enhancing the rhetorical competence will be helpful to improve the translator＇s translation competence for Guangxi external publicity and also be significant for producing qualified translators with a global horizon.
