治理理念下的政府与社会责权互动

摘　　要：针对政府与社会的责权问题,采用规范研究的方法,在治理理念下,分析了政府与社会职责边界的厘定,提出对于纯政府事务,政府需要转变政府职能,构建"负责、参与、服务"型的政府;对于纯社会事务,社会要实现职能重构,不断提高自身组织化水平和社会承担能力;对于政府和社会共同事务,需要通过各种途径实现政府与社会间职权的无缝对接。To solve the problem of right and responsibility between the government and society,normative research and theory of governance were based on to make an analysis of the boundary of right and responsibility between the government and society.Then the principles are put forward that in view of pure government affairs,the government needs to transform its own functions and build a government which contains ＂responsibility,participation and service＂;concerning pure social affairs,the society needs to achieve functional reconstruction and improve their organizational level and social ability constantly;as to the common affairs between the government and the society,it is very necessary to realize a seamless connection of functions between the government and the society by a variety of methods.
