安徽省制造业自主创新能力的实证分析

摘　　要：提高自主创新能力对制造业的高效和持续发展具有重要的战略意义,通过构建制造业创新能力评价指标体系,分别从创新投入、研发、产出和环境支撑4个方面分析安徽省制造业的创新现状,找出制约其创新发展的关键问题。研究显示,安徽省制造业自主创新能力的综合评价虽然位居中部前列,但部分指标与全国平均水平和发达省份相比仍有差距。存在的主要问题包括企业的研发经费及人力投入水平较低;作为创新成果的专利,无论在申请量和授权量上都增长迅速,但总体质量还是不高,且成果的转化能力也受到了限制;体制机制创新滞后影响了企业的创新效率;创新文化氛围稀薄从根本上制约着制造业创新能力的提升。Improving innovation capability is of strategic significance for Anhui＇s manufacturing industry to develop efficiently and sustainably.Based on the evaluation index system,this study tries to analyze the innovation situation and find out the key problems of restricting its innovation development from four points of investment,R D capability,output and environment of the innovation in Anhui＇s manufacturing industry.The researches show that the comprehensive valuation of innovation capacity in Anhui＇s manufacturing industry ranks in the central front,but there are some gaps for some indexes compared with other developed provinces and national mean levels.The main issues which constrain the development of innovation capability are summarized as：low investment of capital and manpower,poor quality and restricted transfer ability of patent,hysteric system and mechanism innovation,weak culture of innovation.
