内外整合互动创建可持续发展的创业环境——以吉林省创业环境为例

摘　　要：目前国内对创业环境的研究大都是建立在外部环境观的基础上,也就是将创业的外部环境作为创业环境研究的重点。从系统环境观来看,这些都是企业不可控的外生变量。本文从企业内部微观环境和外部宏观环境两方面分析吉林省创业环境发展中存在的问题,从系统环境观理论出发,强调二者相辅相成才能形成良好的动态环境,促进吉林省中小企业的创业和发展,带动地方经济的活跃和成长。At present,the domestic research on the business-undertaking environment is mostly based on the concept of external environment which means the external environment will be the focus of the research. But from the view of system environment,these are all exogenous variables that couldn ＇t be controlled by enterprises. This paper analyzes the problems in the development of the Jilin Province＇s business-undertaking environment from the aspects of the internal and external environment. It emphasizes from the view of system environment that the intergration of the two aspects is to form a dynamic environment to promote the establishment and development of small and medium-sized enterprises in Jilin Province.
