摘　　要：泉州湾湿地是中国亚热带河口湿地的典型代表,具有重要的自然环境价值和生态旅游价值。基于Flex与Arc GIS Server的Web GIS的通用框架,展示了泉州湾河口湿地信息管理系统的主要设计理念与功能实现,实现了系统登录、地图基本操作、查询检索、用户权限管理、地图编辑、空间分析、统计分析、湿地规划等功能,为有效的保护及利用湿地提供实用工具。Quanzhou bay estuary wetland is one of typical subtropical estuarine wetlands in china which has important natural and eco-tourism value. The management information system for wetland natural reserve based on Flex and Ar-cGIS Server WebGIS frame showed design idea and functions including system login, map operation, spatial information query, user management, map edit, spatial analysis, statistical analysis, wetland planning. The system is a very practical tool for protecting and utilizing wetland.
