河北畜禽养殖业污染的环境经济分析

摘　　要：分析了河北畜禽养殖业的发展现状,发现养殖业污染有所减缓,但总体来讲,污染现状不容乐观;运用经济学手段分析了畜禽养殖业污染产生的经济学原因,主要是外部不经济性、公共产权界定模糊以及政府管理失灵;分别运用科斯手段和庇古手段分析了如何解决环境污染问题,并分析了两者的优劣;最后简单提出了关于畜禽养殖污染的处理方法。The present status of livestock industry in Hebei was investigated. It was noticed that its pollution was decreasing. However, it was still pessimistic in terms of the livestock pollution. The reasons were identified from the perspective of economics. External diseconomy, unclear definition of common property, and failure management were the causes. Coase means and Pigou means were both applied to try to find out a solution to this pollution is- sue. Strengthens and weaknesses of these two means were compared. Countermeasures against livestock pollution were proposed.
