我国实施电力双边交易模式的可行性研究

摘　　要：电力体制改革后,我国打破了电力的一体化经营模式,形成了发电侧竞争,售电侧垄断的电力市场,打破电网垄断的呼声一直很高。本文通过对世界上成熟的电力交易模式的研究,提出在我国建立双边交易模式的可行性。我国的电力装机和电网发展初步解决了电力供应和电力运输问题,缓解了供需矛盾,为我国双边交易打下了基础。大客户交易和跨区域电能交易为我们积累了经验,只要我们解决好发电商、用户和电网之间的利益问题,控制好交易风险,在我国实行电能双边交易是可行的。After the reformation of electric power system, our country has broken the power integration business model, the power market that power side competition and the sale of electricity side monopoly is formed, breaking the monopoly of power has been very high voice. Through the study of the world＇s proven power trading patterns, this paper presents the feasibility of the establishment of bilateral trade patterns. China＇s electricity generation and power grid development can solve the problem of power supply and power transportation preliminary, alleviate the contradiction between supply and demand, laid the foundation for China＇s bilateral trade. The trading of large customers and cross-regional electricity accumulated experience for us, implementing electricity bilateral trade in our country is feasible if we solve the interests problem among the power suppliers, users and grid, control the trading risk.
