摘　　要：基于土木工程的文化特点以及黑龙江工程学院土木学院办学历史积淀和发展,从工程文化育人的不可或缺性出发,指出近现代狭隘的专业技术教育的弊端和危害,工程师必须要有敢于担当的社会责任和使命,以及崇高的人生志向、人文情怀和人格境界;同时土木工程教育也必须牢固树立"系统科学观、大工程观和工程文化教育观"三位一体的思想和理念,并进一步阐述和总结黑龙江工程学院土木理想、土木精神、土木特色,以及开展争做有品位的土木学院人活动的探索与实践。Based on the cultural characteristics of civil engineering ,educational history and development of our institute ,starting from the indispensability of engineering culture education ,the harm of the modern narrow professional ＆ technical education is pointed out .It concludes that engineers shall afford the social responsibility and mission ,as well as the lofty ambition in life humanity and personality ;then ,the civil engineering education also need firmly establish“a concept of system science ,engineering and engineering culture education” in trinity ;finally , the civil ideal , civil spirit , and civil features are expounded and summarized ,and the exploration and practice of being an elegant civil engineer is carried out .
