天津农村创新能力综合评价指标体系构建研究

摘　　要：天津农村创新能力评价指标体系构建是进行综合量化评价的前提和基础。在确立和阐述科学性、系统性、可操作性和动态性指标体系设计原则基础上,综合运用多种指标筛选方法,系统构建了天津农村创新能力综合评价指标体系。该体系包括3个一级指标和24个二级指标,且对各指标进行了解释,给出了各关键指标的计算方法,以期为天津农村创新能力建设和培育提供实践指导。The establishment of evaluation index system of Tianjin rural innovation ability was the premise and foundation of compre- hensive quantitative evaluation. Based on the elaboration of index system design principles of scientific, systematic, operability and dynamic, and integrated use of a variety of indicators screening methods, the comprehensive evaluation index system of Tianjin rural innovation ability was established, which included three first-level indicators and 24 secondary indicators. The explanation of each indicator and the calculation method of key indicators were also given to provide practice guidance to the construction and cultivation of Tianjin rural innovation ability.
