University Evaluation Ranking Facilitates the General Development of A University's Education Quality:A Empirical Study

摘  要:大学评价排行的目的之一是促进大学宏观教育质量的发展,而大学宏观教育质量主要体现在特色上、综合性上和一流上。大学评价排行促进大学宏观教育质量发展主要反映在三个方面:大学单指标评价排行促进大学向特色发展,大学多指标评价排行促进大学向综合性发展,大学综合评价排行促进大学向一流大学发展。本文就这三个方面进行实证考察。选择反映学科建设、师资队伍建设、科学研究和人才培养4个方面、29个单项指标的排名情况,对37所985工程大学进行特色考察;选择一定年度的一般科学贡献、重大科学贡献和杰出人才贡献三个方面的排名情况,对1978年确定的全国重点综合和理工院校拥有研究生院的33所985工程大学,进行综合性考察;用"条件约束法"、"百里挑一法"("百分数法")、"星级法"对所有学校进行一流大学状况的考察。A purpose of the university evaluation ranking is to facilitate the general development of a university's education quality.The general education quality of a university is embodied in its feature,its comprehensiveness and its first-rateness.The university evaluation ranking facilitates the general development of its education quality in three ways:the single index ranking facilitates its feature development, multi-index ranking facilitates the comprehensive development,and the comprehensive ranking facilitates its development toward a first-class university.A empirical study is conducted in these three ways.The features of 37 985-project universities are inspected according to their 29 single index ranking in 4aspects:discipline construction,teaching resource construction,scientific research and talents cultivation.A comprehensive inspection of 33 985-project national key comprehensive universities and science and engineering universities with graduate schools established in 1978 is conducted according to their rankings in certain years in three aspects:ordinary scientific contribution,major scientific contribution and outstanding talents contribution.Condition constraint method,percentage method and star level method are used to determine whether a university is a first-class one.
