摘 要:校规一般是由学校管理者制定、在本校适用、约束师生语言行为及学校相关活动的一种规范。校规的制定既是必要的,又是可能的。校规应当以国家的教育方针为指导,以国家教育法律为依据,结合学校实际、师生实际、学校优良传统及当地的公序良俗来制定。但在我国教育实践中,不同程度地存在着一些特别校规,其执行效果令人质疑。这些特别校规反映了学校管理与学校教育中深层次的问题,是教育改革和发展必须关注的。在深化教育改革的进程中,学校管理者制定和执行学校校规应着眼学生的全面发展,程序应彰显民主与科学,内容需不断补充与完善,方式要体现人文关怀。School rules are generally applicable in the school where they are made by the school management and are used to restrict both teachers' and students' words and behavior as well as the school's activities. Schools make their own rules, which are both necessary and possible. School rules should be made in accordance with the nation's educational guidelines and educational laws. Besides, they should also meet the realities of the school as well as the teachers and students, and abide by the school tradition and the local public order. But in our country's educational practice exist some special school rules at varying degrees, whose effectiveness of implementation is questionable. These special school rules show that there are some problems deep in the school management and education, deserving attention from the educational reform and development. In deepening the educational reform, the school management must keep up with the times in making and carrying out the school rules.
