新型城镇化背景下江苏省城市群构建的理论与实证

摘　　要：在新型城镇化背景下,江苏省以构建城市群作为实现经济均衡、协调发展的重要途径。本文对江苏省13个地级城市经济发展的综合实力进行评估,以综合实力较强的先发城市作为引领城市群发展的核心城市,测算其与其他地区的经济联系范围与强度,确定城市群的辐射区域边界和强度。据此得出以下结论:江苏省城市群集聚于苏南地区,徐州市是苏北唯一的城市增长极;核心城市对被辐射城市的经济辐射范围与核心城市经济实力密切相关,经济辐射强度与两城市间的距离密切相关;江苏省城市群的地理位置与经济发展实力呈现出"小集聚、大分散"的空间分布状态。因此,江苏省在构建多层次、跨省市的城市群时,核心城市既要增强"内在实力",也要发展"外在带动力";被辐射的城市应依靠自身产业特点和地理位置,找准在江苏产业分工中承担的角色和价值链位置。Under the background of new-type urbanization,an important way to realized the balanced development and regional industrial cooperation is promate the economic strength of developed-city in Jiangsu province,and building urban agglomeration to drives other areas development.This paper assesses the overall economic strength of Jiangsu Province on13prefecture-level cities firstly.Secondly,based on the prefecture-level city＇s economic strength score and ranking,it analysed the characteristics of economic development and linkage of other areas.Thirdly,it calculates the core city＇s radiation region boundaries and strength.Finally,the conclusion and policy are offered about builting urban agglomeration and cultivate city growth pole in Jiangsu Province.
