公共体育服务政策的经济福利分析

摘　　要：对政府干预公共体育服务的财政直接投资和间接调控两种方式进行总结的基础上,运用消费者剩余和生产者剩余对最高限价、最低限价和税收政策等具体调控手段进行了经济福利的理论分析。研究发现,政府直接投资公共体育服务存在投资不足、地区不均衡、结构不合理等问题,而最高限价、最低限价和税收政策则伴随一定程度的社会福利损失。由此,在对上述政策的作用机理和效果进行归纳的基础上,提出了公共体育服务的政策改革建议。Public sports policies can be divided into two categories,one is the government financial direct investment,the other is indirect regulation,the latter measure contains price ceiling,price floor and tax policy.There are some problems among government direct investment,Such as fund insufficient,regional imbalance,and unreasonable structure.In the same way,the policy of price ceiling,Price floor and tax policy are with the loss of social welfare.This paper,based on the analysis of mechanism and effect of the policy,put forward the policy recommendations of public sports service.
