摘　　要：虚拟世界的出场使人们进入一个全新的生活世界,由网络所支撑的虚拟世界已然成为国际社会诸多领域和行业发展所依托的重要平台,人们的生活也因此变得更加便捷和丰富多彩。然而,网络中虚假信息、欺诈等非诚信现象的屡屡出现,严重影响了人们的日常生活和社会的文明进步。基于制度伦理学的视域,要从根本上治理网络非诚信问题,必须使法治与德治相结合。既要注重网络立法,又要注重网络诚信伦理规范的践履及其制度化,使诚信的内指形式和外指形式相统一。具体而言,应该建章立制,营造健全的网络法制环境;勇于进行网络技术的进一步研发,提高从业者的技术水平和诚信品质,确保网络信息安全;网络管理部门要明确职责,对网络进行科学有效的管理;还要加强诚信伦理教育和引导,促进网络行为者自律。The advent of the virtual world enables people to enter a brand-new world of life,the virtual world,supported by the network,has become an important platform,upon which many international industrial developments of various fields are heavily dependent,as a result,people＇s life has become more convenient and colorful.However,the frequent occurrence of false information,fraud and other dishonest phenomena has seriously affected people＇s daily life and the progress of social civilization.Based on the perspective of system ethics,the rule of law must be combined with the rule of virtue so as to solve the network non-integrity problems.Equal importance should be attached not only to network legislation but also to the practice and institutionalization of its ethical norms in order to unify the integrity in theory and in practice.To be specific,rules and regulations should be established to create a sound and legal network;further research into the network technology should be conducted,the practitioners＇ technical level and integrity should be improved to ensure the security of the network information;responsibilities of the network management departments should be clarified for the purpose of scientific and effective network management;ethical education and guidance should be strengthened to promote the self-discipline of network practitioners and users.
